Sipadan Permits
The regulatory system governing access to Sipadan is strict. This guide explains how permits are allocated and what you must have ready before you book.

How Sipadan permits work
Sabah Parks issues 254 daily Sipadan permits entirely through the licensed resorts and operators. You cannot purchase a permit individually and there is no public ticket counter or direct booking portal to acquire one. A Sipadan permit can be guaranteed with the right resort and dive package , arranged with your stay.
The 254-permit limit dictates the rhythm of the entire region. Sabah Parks enforces the cap rigidly to minimise the environmental footprint on the reef. Snorkellers also need a permit to enter the marine park. Travel and health insurance is advised, and cover that includes emergency evacuation is sensible. Remember the certification requirements and regulations. Advanced Open Water has been required since October 2022. Rangers check your physical passport and certification card.

Mabul Island
Mabul offers muck-diving and water villages, typically a 25 to 45-minute boat crossing from Sipadan.
Mataking
Stay at Mataking, an outer-island resort with access to the deep Alice Channel.
Mainland operators
